Is this my xbox or Forza?

Unsure if this is my xbox / forza bug / external hd?

External is 3 mo old and 7200 rpm, it vastly improved loading times so If this is the issue I figure it's got to be failing or slowing down way to much?

Yeah i'm seeing a lot of skipping around of the whole track sometimes, not just the car. Wonder is the external or if my xbox is too blame, pretty frustrating.

I've had this happen with the 360, and it was a disc problem not a 360 problem.

Not sure m8, I'm guessing this isn't a new issue and might explain the problems you had in Project Cars.

If this was on a 360 I'd say your heading towards a Red Ring of Death because this is what mine did, but as it's on an Xbox One I'm not really sure what it is.

Might be worth checking the Xbox Support Forum and look at any solutions they have on there.
