FYI to all, someone asked me, "Don, does a driver's unwillingness to race for rank affect their rank? Just curious."

Indeed it does. Just as it would in any event. A "champion" can not sit on his title, and a listed driver is in the same boat. Decline challenges, and your rank will fall.

Yes, it is possible to compensate for this fall through TT's or Hot Laps, but there are many very close in skill drivers, and the ones that have a record of accepting challenges will be the higher ranked.
